Bug Description
Currently, the service_ips config requires comma separated IPs. This is in contrast to other charms' vip config which requires space-separated IPs. It makes more sense to use space-separated IPs for the designate-bind service_ips for consistency. Additionally, if designate-bind will be the nameservers for OpenStack VMs, the same string could be used for the dns-servers config of neutron and ovn, reducing the chance of error.
I wouldn't want to break existing deployments so it makes sense to allow both comma-separated as well as space-separated.
