Bug Description

For external DNS server configuration, by default, designate-bind allows zone transfer using AXFR from any origin. And it is not possible to alter the allow-transfer configuration in the charm. It would be desirable to add the following configs:

- allow-transfer | boolean : to set "allow-transfer { none; };"

I can't find a place in charm guide to add this change, do we have designate bind in openstack charm guide?

    Add allow-transfer option

    The allow-transfer is disabled by default in this change.
    This option enable allow-transfer in 'options' config.
