Bug Description
Given that the upcoming cinder-lvm subordinate charm aims to move functionality away from the cinder charm, it's important to have an upgrade path for future deployments and upgrades, so
that existing volumes continue working normally.
Most of the work will entail moving configuration variables away from the cinder charm and into the cinder-lvm one (i.e: `block-device`, `ephemeral-
