Bug Description

During the upgrade of ServerStack from bionic-queens to bionic-rocky, the cinder charm was paused prior to the action-managed-upgrade action "openstack-upgrade". At the end of the openstack-upgrade action the unit was resumed/idle. I expected it to stay paused.
