Bug Description
To be consistent with a pile of bugs I'm raising consider changing the descriptions of the 'pause' and 'resume' actions
from:
pause Pause the cinder unit. This action will stop cinder services.
resume No description
to:
pause Pause the Cinder service.
resume Resume the Cinder service.
