Bug Description
I have a (Trusty/Mitaka) environment where I upgraded the charm from 17.08 to 17.11. This uses ceph as the backend, without the cinder-ceph charm.
Before the upgrade, in cinder.conf:
volume_driver = cinder.
After the upgrade:
enabled_backends = LVM
Of course, without any LVM config, volume creation failed immediately after this upgrade. Reverting back to 17.08 changed the config back and fixed the error.
