Missing documentation for native support of Ceph "public" space access

Bug Description

Cinder charm is missing native support for Ceph "public" network space (in the "bindings" section) or at least documentation doesn't mention it's supported. Obviously, this can be worked around by passing "constraints: spaces=<ceph-public-space-name>" parameter to the bundle.

For the cinder and cinder-ceph charms, please bind the 'ceph' relation to the ceph public network space so that the units deployment will have the correct network connectivity.

The 'Network Space support' section in the Cinder charm is not fully comprehensive; adding a doc tag and Triaging as 'Low' as this is a documentation gap, not a functional problem.
