[RFE] Add option to enable Hubble-UI

In order to streamline automated deployments, it would be highly advantageous to incorporate an option within the cilium charm that enables the hubble UI interface. While the "cilium hubble enable --ui" CLI command currently achieves this, integrating this option directly into the charm would enhance automation capabilities significantly. This would facilitate seamless and consistent activation of the hubble UI interface during deployments, aligning with the goal of optimizing and simplifying the deployment process.
