Bug Description

Currently, when the debug level is updated through the charms config, "debug rgw" is set within /etc/ceph/ceph.conf, but "debug_rgw_sync" is not. It would be nice to either have a separate debug option available for the charm's config, or have them set together for easier troubleshooting.
