[cold-boot] radosgw instance down, not reflected in status

Bug Description
bionic/queens (so using init script not named systemd units)
charm does not correctly report that the radosgw daemon is not running as this is not correctly reflected back in the return of systemctl status radosgw (due to the init.d script shim).
ceph-osd's where down due to bug 1902028 which was in fact due to the mons being started the day after the OSD's.

I don't think this will be an issue for later ceph releases that use the named systemd units rather than the old style init.d script.
