Bug Description
Current default value of "operator-roles" config is "Member".
However, at some point Keystone seems switched the default role created at the installation moment as "member".
Currently we set the config explicitly to "operator-roles: member" during the deployment, but everybody else will have a problem dealing with swift/s3 api if this value isn't set.
