tests: multisite tests racey during failover/replication

Bug Description

The multisite tests in this charm are a little racey when it comes to validating object replication; the tests really need to wait for the promotion operations to complete to a point where the deployment is back in sync, and all sides of the radosgw deployment have caught up with replication.

    Mark multisite test bundles as dev

    Move multisite test bundles to dev section; the tests experience
    some race conditions with RADOS Gateway deployments taking time
    to resync after promotion operations that needs to be accomodated
    in the zaza test code.
