Bug Description
The ceph proxy shouldn't require any keyring until cephx keys are required, and then it should be optional to provide an admin keyring or a key via config

This forces the user to only use a single "admin" user and keyring. It makes it impossible to use different keys when different clusters (i.e openstack, kubernetes) connect to the same ceph backend.
