Bug Description
With the introduction of the Mgr daemon the charm option for config-flags needs to add support for setting the Mgr in addition to the Mon setting. I believe the Mgr is running on the Mon nodes, but the charm puts all config-flags in the Mon section.
This prevents using config-flags to set custom values that the charm hasn't yet implemented see bug [0] for an example.
