Bug Description

https://review.opendev.org/c/openstack/charm-ceilometer/+/858597 updated the remote-sink description with the only valid publishers, i.e test, messaging, http, gnocchi and zaqar (zaqar also only in a non-charmed context)

But there has been a feature request from a customer to be able to use remote-sink (or any other approach) to push events to prometheus.

I am opening this bug for this feature request.

https://github.com/openstack/charm-ceilometer/commit/f046895cdb0f8193e9374ef1a8aeb43a7c7b19a0 might also be relevant here so I am noting it, it reverted https://github.com/openstack/charm-ceilometer/commit/6ed691807de73b49f057a813b11ebb67bb517782 though that talks about meter-sink.
