Bug Description
Ceilometer-agent charm requires syslog capabilities exposed.
We would like the option of being able to configure the service to use local logging capabilities (syslog) if we want; opposed to direct file logging

ceilometer-agent should get this information from ceilometer (its a bit of an anomaly in that behaviour).
So this is a bug rather than a new feature IMHO.
