Bug Description
Based on the ceilometer install guide for ubuntu, the installation fails on several points.
The guide asks the user to install gnocchi-api but the service is not created on ubuntu. An addition is needed to clarify how this can be fixed. I had the exact same problem over 3 years ago and it is still not addressed.
The coordination_url does not work and returns an error that the connection was refused. The guide also tells the user to put it in [storage] when it should be in [DEFAULT] section. Redis is not installed in the guide but the endpoint requires redis. No information on how to configure this. Thread coordination does not work based on the guide. I had to comment it out but then it floods the logs with entries about thread contention.
The guide asks to edit /etc/ceilometer
The guide does not mention panko but the ceilometer notification agent log returns an error saying that panko is not found.
Ceilometer verification steps return a blank line in the terminal because almost all ceilometer services are in failed state because of the errors mentioned above.
