Enable Compute service meters for Red Hat Enterprise Linux and CentOS in ceilometer: notify_on_state_change misplace?

This bug tracker is for errors with the documentation, use the following as a template and remove or add fields as you see fit. Convert [ ] into [x] to check boxes:

  notify_on_state_change in nova.conf default configuration from CentOS7/RHEL, this field is under [notification] but in this document notify_on_state_change is under [DEFAULT].
