Creating Projects which have dependencies that have not yet been created

Bug Description

I think it will be intuitive for a user to want to start by creating a Project rather than creating the Dependencies that will be used by that Project. Currently, when a User goes to create a project, if that project does not have at least one Dependency already created and available to choose from, the user will be unable to save their Project.

Users should be given the option of creating new Dependencies from the Project Creation / Edit form or the ability to save a Project with no Dependencies. If the latter option is use, the Creation / Edit form for a Dependency would then need to allow specifying which Projects require the Dependency. Any other ideas?

Sounds good, a possible implementation is something similar to django admin's inline editing functionaity.
