Bug Description

As announced in http://ubuntu-news.org/2011/02/15/ubuntu-wiki-to-be-re-licensed-to-cc-by-sa/ we want to move wiki.ubuntu.com to CC-BY-SA 3.0. This was approved by the Community Council and we'd like to get the footer of the site changed to be just like the one on help.ubuntu.com/community "The material on this wiki is available under a free license, see Copyright / License for details. You can contribute to this wiki, see Wiki Guide for details." with a link to a page just like https://help.ubuntu.com/community/License

Reopening. The footer can not be seen from themes like the 'Classic' theme - there are probably others.

Matt Nuzum said he's on it, but with the preparations for the 11.04 release there might be a delay in getting this done.
