Api requests should be translatable

Bug Description:
Currently there is noway to tell the api what your preferred language is. This means that emails for new accounts created will be in English even though the strings are translatable.

OS:
64bit Lucid

Browser:
FF 3.6.8

Steps To Reproduce:
1. Trigger a new api account creation from http://bazaar.launchpad.net/~canonical-isd-hackers/canonical-identity-provider/2.x-trunk/annotate/head:/mockservice/api-workflows.txt
2. Note the language of the email for confirmation is in English
3. There is noway to modify this currently.

Expected Result:
I expect any way I create an account to be in my own language where available.
