App QML cache can get corrupted causing the app to always fail to start

Bug Description
We get infrequent reports of apps failing that end up being due to corrupt QML caches. In these cases removing the cache resolves the problem.
We should think about
1) can any corruption be prevented
2) if not, can we detect it and reset the cache automatically, perhaps based on some number of app failures (maybe 1)
