Bug Description
I believe for this message:

there should be a default notification sound, but there is none.
Steps to reproduce:
* configure Telegram for push notifications
* background the app
* send a message to the account
Expected result:
- push notification results in OSD, entry in notification centre, LED, sound
Actual result:
- no sound is played, but the others are present
Seems to only happen with RTM.
