Rewording setup assignments page

Bug Description
When you go to Setup and then select Assignments you see a page that lets you choose between course-level and section-level assignments. At the top of the page it says "What type of Assignments would to work on?". That should be changed to "What type of assignments would you like to setup?". Then "Course-level Assignments" should be changed to "Course-level assignments" and "Section-level Assignments" should be changed to "Section-level assignments".
