Change names of links in main CanDo page

Bug Description
When you are logged in as a teacher and go to the main CanDo page there are a list of links: View Sections, Manage Competencies, Access Assignments, See My CanDo Summary, and Change My Password. "Manage Competencies" should be changed to "Setup Competencies". "Access Assignments" should be changed to "Setup Assignments".
