make competencies links to their competency page in global competencies

Bug Description
When you are logged in as teacher or student and go to the list of competencies in your course or section, each of the competencies should be links to their competency pages in global competencies. This should look the same way as it does when you are logged in as manager and go to Global Competency, then pick a course, and see the list of all the competencies in the course. Each of the competency descriptions are the links.
