Student Sections view has unnecessary Actions Menu

Bug Description
When logged in as a student and looking at the main section page there is an Actions Menu with only one item - View Competencies. However, there is already a list of links on that page: View my competency scores, View my skill drivers, Work with messages, and View competencies. So you can already view competencies by clicking on that link in the list which makes the actions menu pointless.
