bzr zap gives misleading feedback on standard checkouts

Bug Description
When attempting to zap a standard checkout, bzr says "bzr: ERROR: [Project] is not a checkout". That's obviously not correct, as bzr info says
Checkout (format: pack-0.92)
Location:
checkout root: .
checkout of branch: C:/bzr/
It should say "[Project] is a checkout, but is not lightweight."
