cdiff should read /etc/colordiffrc too

Bug Description
The cdiff subcommand does respect a ~/.colordiffrc file. However it should be nice if it also read /etc/colordiffrc. I have a dark background and colordiff always worked fine, however when using cdiff I had to symlink ~/.colordiffrc to /etc/colordiffrc.
If cdiff just read /etc/colordiffrc followed by reading ~/.colordiffrc then it would behave closer to colordiff.
