Bug Description
Currently .mo files are created in bzrlib/locale during the build process, and due to bt.test_setup when running selftest as well.
As build artefacts, this directory should be ignored. Also the default should instead probably be to create the directory under build/ unless explictly asked otherwise as happens with compiled extensions.
