Bug Description
Following on from bug 616878: if you have not set a per-user identity, and there is no /etc/mailname, bzr refuses to commit.
As is extensively discussed in bug 616878 there is a tradeoff between not getting in the way of people who just want to commit and don't care about the identity, and people who will be annoyed if it turns out all their commits have the wrong identity.
