It fails the first time, because it tries to set up a stacked branch,
but cannot because the underlying formats are incompatible.
It works the second time because pushing to a location that has been up-stacking is
initialized does *not* set up stacking. The not-setting-
already a bug.
It sounds like your development focus (lp:humanity) is still in
pack-0.92 format, and you can fix this with "bzr upgrade lp:humanity".
