"bzr reconcile" should ensure symlink texts are empty

bzr-svn has had a bug where it would generate inventory entries for
symbolic links that had a text_sha1 set to that of an empty string, but
where the symlink text (Repository.texts) did actually have some
contents.
Since the Repository.texts are supposed to be empty for symbolic links
anyway, it would be nice if "bzr reconcile" could fix this sort of
situation.
