"bzr info" does not report OS file locks

Bug Description
This is related to 174055, but with a slightly different aspect.
The documentation of "bzr break-lock" says that "bzr info" can be used to report open locks.
However, the locks reported by "bzr info" do not include OS file locks such as the one used for dirstate. Thus, dirstate locks are not reported by "bzr info".
This feature is needed in Emacs, where visiting a file in a versioned directory automatically runs "bzr status" on that file. But if another bzr command is running, "bzr status" fails due to disrtate being locked. If "bzr info" could report such locks, Emacs could invoke it and take a proper action if the failure is due to another command running.
Please add a feature to "bzr info" to report OS file locks as well.
