Why find parent_location in post_change_branch_tip hook?

Bug Description

After run branch command in post_change_branch_tip hook params.branch.get_parent() == None.
Why define source path in this hook?

I need to define the branch.parent being in hook post_change_branch_tip, but this always == None.

The simplified scheme in Bazaar source:

call hook
set parent

I need:

set parent
call hook
