Bug Description
We need a way for a plugin to raise an exception inside a smart server, which is a BzrError [not BzrInternalError] and have that nicely formatted for the user.
There is errors.
Perhaps a flag saying 'stringify me and leave it alone', or maybe we should use 'BzrCommandError'.
