Excerpt from IRC conversation I just had:
<glyph> suggestion for a feature, maybe, though
<glyph> 'bzr plugins' should tell me where all the canonical plugin locations are
<glyph> not just what's installed
<spiv> You mean, where you can install plugins?
<glyph> Yeah. There's ~/.bazaar on UNIX, I assume there's a similar per-user thing on Windows, but since nothing is installed there, "bzr plugins" won't tell me about it.
It would be useful if "bzr plugins" reported the search path bzr is using for locating plugins, especially as it can vary by platform, by where bzr is installed, and by how BZR_PLUGIN_PATH is set.

Agreed, but only with -v (--verbose) flag.
