Accept "ssh://" as a shortcut for "bzr+ssh://" URLs

Bug Description
We could use "ssh://" instead of "bzr+ssh://" for smart server-over-SSH URLs. I don't think there's any practical downsides, and it's considerably more convenient to type.
We obviously would need to continue to accept "bzr+ssh://" URLs in the tool for a few releases for backwards compatibility, but "ssh://" would become the preferred spelling.
