Bug Description
Windows 7, when I try to run any command of Bazaar
C:\Users\j>bzr status
Unable to load plugin u'pipeline'. It requested API version (2, 2, 0) of module
<module 'bzrlib' from 'C:\Program Files\Bazaar\
yo'> but the minimum exported version is (2, 3, 0), and the maximum is (2, 3, 0)
I am sorry if this is a duplicate, I saw a very similar behaviour follows nearly every release of bazaar, yet I've found no solution or advise in bugreports related to plugin loading failure when requested API was one minor version lower (2.1 vs 2.2).

Seeing the same thing in OSX. Should I file a separate bug?
