Bug Description
Today any project-wide command require to run from project checkout root. It should be possible to run it from any subdirectory, i.e. we need auto-search of .scmproj control directory as most of bzr commands do.
Warning: some commands today expects they run from the project root. So we need to revisit them and make cd if needed.

If we are going to have nested projects, we need a way to specify that a command is only applicable for the current subproject eg:
--subproject-only or --no-recurse
