Bug Description
Other than making the mirror more correct, this also solves a bug in that currently destination repositories are currently always created using the default (non-rich-root) format, and if a source branch is in a rich-root format the push will fail.
This also needs to upgrades to existing repositories and branches. Furthermore, the backup.bzr directory probably needs renaming in the destination branch in order to avoid problems on repeated upgrades.
