Bug Description
I just branched from a branch6 format branch, loomified it, then tried to upgrade it to the 1.9 format.
I got told by Bazaar:
bzr: ERROR: Cannot convert to format <class 'bzrlib.
I could, however, loomify a branch7 format branch.
