bzr serve --git support for new commits on top of bzr revisions

Bug Description

we'll need a clever mechanism to allow git clients to do commits on top of bzr revisions; we'll probably have to create custom commits that involve their bzr parents and their git commit sha.

This all of course depends on roundtripping support.
