rename with directories causes incorrect git history

Bug Description

I suspect this is a duplicate or at least some way related to bug 219042.
I'm filing here and letting whoever might see this figure that out.

When attempting to export ssh-import-id into git I hit a problem where a
rename of a file and directory ended up causing incorrect git history.
I manually fixed the git with rebase.

The problematic commit was ssh-import-id bzr revision 188.
 https://bazaar.launchpad.net/~ssh-import-id/ssh-import-id/trunk/revision/188

I'm attaching a recreate of the issue here in 2 bzr commits and
a fresh repo, in hopes that that will help.

For the record git-remote-bzr seems to be unaffected.
