nest-part doesn't work nesting from the base branch

The branch contains the packaging, just not at "./debian", so the recipe
author attempted to use nest-part to move it in to place (not having cp or mv
or other available.)
This fails due to conflicts with the existing files.
I don't know if this can be made to work.
Providing cp/mv primitives would also allow this recipe to achieve its goals.
