value in the option entries must be constant so they can't be translated

You may have confused something here, but option entries can and should be translated. Just look at all the existing applications doing exactly that.

This should be a valid bug. I agree option keywords aren't translatable (--output), but option argument are. Here are some existing examples:

ttosttos@ohlone:~$ gedit --help
Uso:
  gedit [OPCIÓN…] [ARCHIVO...] [+LÍNEA[:COLUMNA]] - Edite archivos de texto

Opciones de ayuda:
  -h, --help Mostrar opciones de ayuda
  --help-all Muestra todas las opciones de ayuda
  --help-gtk Mostrar opciones GTK+
  --help-sm-client Show session management options

Opciones de la aplicación:
  -V, --version Mostrar la versión de la aplicación
  --list-encodings Mostrar una lista de los valores posibles para la opción de codificación
  --encoding=CODIFICACIÓN Establecer la codificación de caracteres que usar al abrir los archivos listados en la línea de órdenes
  --new-window Crea una ventana nueva en el nivel superior de una instancia existente de gedit

yes sorry, you are right. Scratch's help string can be translated but I can do nothing for Gtk help strings
