Improve soldiers' health bar graphics

Bug Description
The reason is that you can hardly discern your own soldiers from others if they are close to death.
The player colored field becomes so small that it is almost invisible.
Seen with 2 Atlantean opponents on bzr 6335.
I suggest to apply player color also to the border around the health bar.
That should improve the situation.

For black, and maybe white in some cases it may give a little problem with the background (in military building window).
but that can't be helped, unless we make the soldiers status bigger.
Perhaps we should do that.
