Unity keyboard shortcuts are propagating to applications

Bug Description

I have Ctrl-Alt-<num> keyboard shortcuts set to jump immediately to a
workspace (where <num> is currently in the range 1..5). These work
(ie, pressing Ctrl-Alt-5 takes me to workspace 5) but Unity is not
stopping propagation of the keypress like it used to. I notice this
behaviour (and am disturbed it) the most when I used emacs. Emacs is
focused on workspace 1, then I hit Ctrl-Alt-5 to jump to workspace 5,
then Ctrl-Alt-1 to jump back to workspace 1 and I find that emacs is
waiting for me to finish the command 'C-M-5-'.

I guess this is a regression, since it never happened before, and
perhaps related to the work being done to make Alt (as HUD shortcut)
work nicely?

When did this stop working? Which Unity release, I mean?

It stopped working sometime in the last two days. Also, it's not just
emacs. When I use Ctrl-Alt-<num> while Terminal is focused, I find
'^@' text when I return.
