Make "Report a problem" use apport instead of simply directing to a URL

Bug Description
Ubuntu has an awesome bug reporting tool that collects environment info, versions of dependency packages, etc etc and attaches all that to bug report. It can be invoked from command line as "ubuntu-bug", and it's a part of "apport" package.
We should use it for bug reporting instead of simply redirecting people to a URL (if it's available). "Report a problem" items in "Help" menu in GNOME apps are doing that for ages, we should probably look into how that's done.

i am not certain but i think apport-bug (ubuntu--bug) is only for ubuntu application. even if i am wrong apport-bug doesn't work with elementary apps and give this error
