Network speed is incorrect when connect to a VPN

Bug Description

The network speed exceeded what my ISP have given me when I was downloading something. Besides it doesn't conform to the speed showed in the browser, which seemed correct.

Could you please attach a screenshot of the issue? This might be caused by System Monitor and Browser and your ISP using different units to measure network speed.
